Strengthening the Outdoor Access Ecosystem

Seats at the table are only effective if the chairs are strong.

The outdoor access ecosystem depends on hundreds of local organizations to deliver equitable recreation, stewardship, and conservation outcomes. However, research conducted by Rising Routes shows that many of these organizations operate within a structurally unstable system.

  • Funding is short-term and project-based.
  • Financial and fundraising capacity is uneven.
  • Workforce burnout is common.
  • Collaboration is fragmented.

Statewide and regional initiatives are building high-level collaboration and alignment that strengthens the table where policy is crafted. But we must also strengthen the chairs: the organizations expected to implement shared priorities on the ground.
