What We Do
We strengthen the statewide systems that make outdoor access possible.
As a backbone 501(c)(3), we produce validated research, develop shared infrastructure, and align cross-sector leaders to strengthen policy, funding, and organizational sustainability for outdoor providers.
Who We Serve
We connect outdoor providers, communities, and decision-makers.
Under-resourced communities that face barriers to outdoor access, and deserve systems that better reflect their needs and priorities.
Outdoor education and recreation providers who do critical work, and need stronger coordination, shared research, and statewide visibility.
Policymakers and funders who need reliable data, ecosystem insight, and coordinated partners to guide effective investment and policy decisions.
first-of-its-kind reporting
Statewide Systems Research
Built with 80+ Colorado-based outdoor recreation and education providers, this report inventories the work taking place across the state and identifies a roadmap for strengthening coordination, stabilizing funding, closing access gaps, and building the shared infrastructure needed for long-term durability.
Through research, strategy, and coordination, we turn disconnected efforts into a cohesive system.
building structured, statewide coalitions
Coalition & Policy Building
Outdoor access is shaped not by any single program or organization, but by a broader ecosystem of public agencies, funders, and partners working toward shared goals.
We turn research and data into cohesive strategy and coordination, designed for replication anywhere public outdoor investments are being shaped.
Rising Routes strengthens this ecosystem by working alongside leading organizations to:
- Track policy and funding cycles
- Prepare leaders in advance
- Coordinate sustained participation across planning processes
strengthening community-rooted organizations
Program Support & Development
We combine one-on-one coaching, structured workshops, practical tools, and field-based training support into a cohesive Learning Center to ensure organizations can secure funding, retain staff, and sustain impact.
Our Learning Center delivers hands-on technical assistance in three core areas:
- Leadership & Organizational Strength: Executive coaching, role clarity, operational systems, and long-term planning supportÂ
- Financial Sustainability: Grant prospecting, proposal development, revenue strategy, and compliance systems that increase access to capital
- Workforce Development: Staff pathway design, certification guidance, and retention strategies that support long-term growth.
